Hi,
Welcome.......
Near A'dam there are as far as I know no/few good RX-8 mechanics; they are rare in the Netherlands since there are only about 300 RX-8's registered.
The headlamps may be 2nd hand available at the undermentioned company since they have a wrecked LHD in stock (I do not know whether it is a 192 or 231 HP type).

This German forum member has left/right xenons available for Euro 500,-
http://www.rx8forum.de/index.php?page=Thread&threadID=25243Bringing the fuel emissions down sounds strange to me since it is wellknown from the RX-8 that these are very high for all production years........the RX-8 therefore is one of the exceptions where at the yearly "APK"-test they do not have to pass an emission test.........it could be that the RDW guys you contacted do not exactly know how the situation about the RX-8 really is (this is more common as you would expect).
Probabely a RX-8 specialist can tell you more about this aspect.
Undermentioned some links to people that have experience with rotaries/RX-7 and 8:
